Time Slow is an area of effect weapon, with only two uses available when picked up.
When used, the user will pause and stop itself a moment (even in mid-air), and cast a time slowing effect around. The enemies hit by Time Slow will slow down and move slower for some seconds. Their screen will turn pink, meaning that they're slowed in time. It also deals some pretty weak damage, but this weapon is more useful combined with some other, more offensive weapons. Time Man himself says it in the Dr. Light's Lab map : "My Time Slow is a great weapon to use in conjunction with other weapons. For example, use Time Slow and then switch to Ballade Cracker to hit the slow moving targets.". Though, there aren't any deathmatch maps yet that possess both Ballade Cracker and Time Slow. It appears only in a few maps.

Tactics

Using Time Slow

Time slow is best used to hamper the movement of an individual opponent, but can cause some havoc in large mobs. No matter who you use it on, follow up with some high damaging power weapons like Hard Knuckle or Dust Crusher. Just remember your foe isn't completely defenseless, so keep your distance.

Vs.Time Slow

Stay well away from anyone with a purple color scheme! Once slowed by this weapon, there really isn't much you can do but bring out your best weapon and fight back. Remember that jumping to dodge is more effective than strafing while slowed. Time Slow only gets two uses, so be prepared to rush down your enemy after the effect wears off before they can react!
